Military innovation and rare-earth competition take center stage
WASHINGTON – US Deputy Secretary of State Kurt Campbell emphasized on July 30 the urgent need for the United States to counter China’s increasing influence, particularly in the Indo-Pacific region and Africa. Speaking at a Senate Foreign Relations Committee hearing, he described competition with China as the “defining geopolitical challenge” for American diplomacy.
Strategic Concerns
Mr. Campbell highlighted critical areas where the US must take action:
Military Presence: He called for a stronger naval and air force presence in the Indo-Pacific, emphasizing, “The Indo-Pacific requires the most capable naval and advanced long-range air capabilities that the United States has ever needed.”
Rare-Earth Minerals: He underscored the strategic importance of securing rare-earth resources, especially in Africa, to reduce reliance on China, which produces over 70% of the world’s rare earths.
Shipbuilding Gap: China’s advancements in shipbuilding were termed “deeply concerning,” with Mr. Campbell stressing the need for innovation to maintain US naval superiority.
Military Shift
Reflecting on the US’s historical focus on ground forces during its Middle East engagements, Mr. Campbell stated, “Now is the Navy and Air Force’s time. They have to step up, invest more, and innovate.”
Diplomatic Challenges
Mr. Campbell criticized the lack of US ambassadors in key nations, such as Eswatini, which diplomatically recognizes Taiwan over Beijing. He stressed the importance of contesting Chinese influence in international organizations and maintaining a strong diplomatic presence globally.

Rare earths are essential for high-tech industries, including defense and clean energy. As President Joe Biden pushes for electrifying the auto market, securing alternative sources beyond China has become a priority.
