New Housing Options and Updates in Singapore’s Oct 16 BTO Launch

Key changes in the BTO launch include a new classification model, more options for singles, and open-concept flats.

The October 16 Build-To-Order (BTO) launch introduces several changes that will affect home buyers, including a new way to classify flats, more housing options for singles, and the introduction of open-concept “white flats”. Here are the main highlights:

New Classification Model for Flats
The BTO flats in this launch are the first to be categorized under the new Prime, Plus, and Standard model. Instead of the previous mature and non-mature estate classification, flats will now be grouped based on location and resale conditions. Prime and Plus flats are in better locations, with stricter resale conditions, including a 10-year minimum occupation period (MOP) and a subsidy clawback of 6-9%. Owners of these flats cannot rent out their entire unit. Standard flats have fewer premium attributes and a five-year MOP.

Increased Housing Options for Singles
Singles aged 35 and above can now apply for two-room flexi flats across all locations, a significant expansion from the previous rule that limited them to non-mature estates. Nearly 2,000 such flats will be available in 10 projects in the October 16 launch.

Introduction of Open-Concept “White Flats”
A new type of flat, the open-concept “white flat”, will be available for those looking for more flexible living space. These flats omit partition walls and beams, offering greater freedom in configuring living and bedroom areas. The “white flats” will be piloted at Crawford Heights, the only Prime project in this launch, and will be priced lower, with discounts of $6,000 for three-room flats and $8,600 for four-room flats.

Additional Subsidies for Flats
Prime and Plus flats come with added subsidies, making them more affordable for Singaporeans across different income levels. The prices of these flats are notably lower than the transacted prices of comparable resale flats.

Bigger Grants for First-Time Buyers
First-time home buyers can benefit from the Enhanced CPF Housing Grant (EHG), which was increased in August to up to $120,000 for families and $60,000 for singles, compared to previous caps of $80,000 and $40,000, respectively.
