Man Who Used Flamethrower on Police at Pasir Ris Park Charged with Attempted Murder

Timothy Heng Shengxian faces serious charges after an incident in Pasir Ris Park on Nov 8.

Flamethrower Incident
Timothy Heng Shengxian, 42, has been charged with attempted murder after using an improvised flamethrower to discharge flames at a police officer in Pasir Ris Park on November 8, 2024. The attack occurred between 6:26 AM and 6:28 AM at the Mangrove Boardwalk, where Heng aimed the flames at Assistant Superintendent of Police (ASP) Chee Xiu Quan with the intent to cause his death.

ASP Chee suffered a leg injury but avoided burns during the attack. Despite repeated warnings from officers to drop the device, Heng continued to advance toward them, prompting a 30-year-old officer to fire a shot at Heng. The suspect was subdued, arrested, and a knife was found near him.

False Information and Prior Charges
Before the attack, Heng allegedly called the police to report a woman sitting on a ledge at the observation tower in the park, a false report intended to lure officers into a dangerous situation. During the incident, a 24-year-old police officer suffered abrasions but was treated on-site. Heng himself was injured, suffering puncture wounds on his left forearm and abdomen, and was taken to the hospital where he underwent surgery.

Pending Charges
Heng also faces two pending charges from an earlier incident on September 8, 2023, at a Saizeriya restaurant in Century Square mall in Tampines. He is accused of punching a man, Mr. Lim Xiao Feng, causing a nasal bone fracture, and of harassing the victim by making an obscene gesture.

A warrant for Heng’s arrest was issued on November 6, two days before the flamethrower attack, after he failed to attend court for the previous case.

Possible Penalties
If found guilty of attempted murder, Heng could face life imprisonment or up to 20 years in prison, along with a fine and caning.
