Fatal Jurong West Fire Caused by Improperly Stored Battery Pack

A battery pack’s thermal runaway led to the blaze, resulting in one death and several injuries.

A fire in Jurong West that claimed the life of 22-year-old Mr. Chai Chee Fong in October 2021 was caused by a battery pack that was potentially stored improperly. The blaze, which started in a flat at Block 978 Jurong West Street 93, likely resulted from a “thermal runaway” in the lithium cells of the battery pack.

Details of the Incident
The fire, which broke out in the early hours of October 8, 2021, resulted in severe burns and smoke inhalation for Mr. Chai. He was found dead in his bedroom shortly after the fire was extinguished. State Coroner Adam Nakhoda concluded that the fire was accidental, triggered by a thermal runaway of the battery pack. This overheating of the lithium cells is thought to have caused the fire, which led to the combustion of nearby battery packs.

Battery Pack’s Role in the Fire
The battery pack, which was not connected to a personal mobility device (PMD) at the time, had been stored away from the device. The State Coroner’s investigation suggested that improper storage, possibly under an air-conditioning unit, led to moisture damage or condensation on the battery pack. This could have caused oxidation or corrosion, damaging the lithium cells and eventually triggering an internal short circuit. A mismatch between the charger and the battery pack could have also contributed to the damage.

Overcrowded Living Conditions
At the time of the fire, the flat was severely overcrowded, with 12 sub-tenants living in a unit intended for six registered tenants. Mr. Voon Ching Sun, one of the tenants, was in the same room as Mr. Chai when the fire began. Although he suffered severe burns, he was able to escape the flames, unlike Mr. Chai, who was overwhelmed by the fire and could not survive.

Safety Recommendations
State Coroner Nakhoda emphasized the importance of proper storage and usage of lithium battery packs, particularly for users of personal mobility devices. He urged individuals to follow manufacturer guidelines to avoid improper storage practices that could lead to dangerous incidents.

This tragedy underscores the risks associated with the improper handling and storage of lithium batteries, highlighting the need for greater awareness and safety measures.
