Ex-Offenders Catch Up with Technology Through Project ReConnect

Project helps former offenders learn essential digital skills for reintegration into society.

SINGAPORE – Former offenders are getting a second chance not only to rebuild their lives but also to catch up with the fast-paced, technology-driven world. Project ReConnect, an initiative by the Industrial and Services Co-operative Society Limited (Iscos), has been instrumental in teaching ex-offenders the skills they need to adapt to the evolving digital landscape.

A New World of Technology
When Mr Johann was released from prison in 2017 after serving nearly four years, he was shocked to encounter modern-day technological advancements, such as self-checkout counters at a FairPrice supermarket. Having last been outside in 2014, Johann was unfamiliar with these automated systems and initially felt intimidated by the changes.

“I had a fear of using it,” Johann admits, recalling his early struggles with using technology. “What they showed me was very helpful.”

Johann, who is now a truck driver, joined Project ReConnect, which assists former offenders like him in reintegrating into society. The program helps participants develop digital literacy, including using smartphones, making cashless payments through PayNow, and navigating systems like Singpass.

Digital Skills for Reintegration
Since its launch in 2017, Project ReConnect has helped over 2,300 former offenders overcome challenges associated with modern technology. Many ex-offenders, like Johann, have been away from society for extended periods and find themselves disconnected from the conveniences and tools most people take for granted.

Facilitators like Mr Murugason Mutthiah work closely with participants to teach them the basics, from using smartphones to navigating various apps that are essential in daily life. Mr Annadurai Periyasamy, another participant, shared how grateful he was to have learned how to use a smartphone again after his release.

“I never knew how to use it before,” Mr Periyasamy said, highlighting how important it was for him to feel connected to modern society once more.

The Path to Reintegration
Through initiatives like Project ReConnect, former offenders are empowered with the skills and confidence they need to re-enter the workforce and society. Learning how to use technology is often an important first step in overcoming barriers and finding stability after their release.

Project ReConnect is more than just a technical skills program; it’s an essential part of helping individuals regain their independence and reintegrate into a society that increasingly relies on digital platforms for everyday activities.
