The government seeks to redefine engagement with citizens, focusing on partnerships to address key national concerns
Singapore’s Forward Singapore report, unveiled after 16 months of nationwide dialogue, signals a shift towards a collaborative approach in policymaking. Deputy Prime Minister Lawrence Wong emphasized the importance of partnerships between the government, citizens, businesses, and community groups to tackle evolving challenges.
A New Framework for Progress
The 180-page report outlines strategies to support vulnerable groups, including seniors, mid-career workers, and low-income families. It also highlights the need for societal mindset shifts—embracing diverse definitions of success and fostering collective responsibility.
“This is more than just an engagement exercise; it’s a true partnership,” said Mr. Wong. “We’re building a whole-of-Singapore collaboration that prioritizes inclusivity and shared responsibility.”
Key Priorities and Upcoming Initiatives
The government will focus on issues most relevant to Singaporeans, including:
Housing and retirement: Policy updates have already been announced.
Support for seniors: The upcoming Age Well SG program will help seniors age comfortably in place.
Assistance for low-income families: ComLink+, an enhancement of the ComLink program, will be detailed soon.
Unemployment support: A scheme for the involuntarily unemployed will be unveiled in Budget 2024.
“These initiatives aim to provide greater assurances to Singaporeans as they navigate disruptions in their lives,” Mr. Wong noted.

The report reflects the collective efforts of the 4G leadership team, which worked intensively over months to align on priorities and policy development. “We’ve built a strong team dynamic, learning to complement one another’s strengths,” said Mr. Wong, adding that this cohesion will enable the government to address Singapore’s evolving needs effectively.
Commitment to Long-Term Solutions
As the government plans for increased social spending, Mr. Wong emphasized careful and responsible resource allocation. “This additional spending is necessary to provide Singaporeans with the support they need, but we will ensure our policies are sustainable,” he said.
Drawing inspiration from Singapore’s history and the collective effort during the Covid-19 pandemic, Mr. Wong expressed confidence in the nation’s ability to tackle future challenges through continued collaboration.
