CNB Officer Awarded National Day Honour After Arresting Former Schoolmate Drug Trafficker

Assistant Superintendent Larry Tay reflects on his long career and the challenges of combating drug trafficking.

SINGAPORE – More than a decade ago, Assistant Superintendent (ASP) (2) Larry Tay, a 45-year-old officer with the Central Narcotics Bureau (CNB), found himself in an unusual and emotional situation. After a violent struggle, he and his team arrested a drug trafficker who was involved in supplying psychotropic substances. Upon further checks at the suspect’s home, ASP Tay discovered that the person he had just apprehended was, in fact, his former schoolmate – someone he had not seen in years.

ASP Tay, who has served with CNB for 25 years, recalled the moment when his former friend, now facing charges for drug trafficking, appeared remorseful and avoided conversation. The realization that someone from his social circle could be involved in drugs deeply impacted him. “I would never have thought that someone within my social circle would be involved in drugs,” he said. The experience underscored the widespread threat of drug abuse in society.

On November 13, ASP Tay was recognized for his long service at the Ministry of Home Affairs National Day Awards Investiture 2024. He was among 981 Home Team officers honored at the ceremony attended by Home Affairs Minister K. Shanmugam.

Tay, who now leads anti-drug operations at Woodlands Checkpoint, noted a shift in the types of drugs being trafficked, highlighting that new psychoactive substances have replaced heroin as a primary concern. He also expressed worry about the increasing number of young drug abusers, particularly given the growing presence of drug-related content online, which targets youth through various communication platforms.

Minister Shanmugam praised the long-service awardees for their commitment to the Home Team’s mission, acknowledging the significant challenges they face, including global uncertainties and tight manpower constraints.

Another recipient, Station Inspector Ashok Kumar Velayutham, 45, from the Singapore Police Force, received the Efficiency Medal for his exceptional efficiency and devotion to duty. During his 24-year career, one memorable case involved apprehending a foreign couple involved in a shoplifting incident at the Singapore Zoo. The couple had stolen over 50 items but were caught just before their departure from the country, thanks to swift coordination and CCTV evidence.

Both ASP Tay and Station Insp. Ashok exemplified the dedication of Singapore’s Home Team officers in their ongoing efforts to serve and protect the public, even in challenging circumstances.
