Civilian Volunteers Play Crucial Role in the SAF, Says Ng Eng Hen

Defence Minister highlights the value of civilian expertise in the conscript military system

Civilian volunteers continue to play a critical role in strengthening the Singapore Armed Forces (SAF) by providing valuable expertise in various fields, ranging from law to medicine and engineering. Defence Minister Ng Eng Hen emphasized this point during the annual Mindef Volunteers’ Dinner, where the contributions of 362 volunteers across 38 boards were recognized.

Singapore’s SAF, which relies heavily on national servicemen, benefits greatly from civilian volunteers, according to Dr. Ng. Their involvement in decision-making across various SAF functions, including mission planning and training, brings external perspectives that enhance safety and operational effectiveness.

A prime example is the second External Review Panel on Singapore Armed Forces Safety (ERPSS), which was formed after a series of training accidents. The panel, with volunteers like lawyer Kala Anandarajah, has played an instrumental role in improving safety measures, such as the introduction of rear-view cameras in military vehicles.

Dr. Ng highlighted the importance of such external reviews in fostering continuous improvements in SAF’s systems. These volunteers, including professionals like psychiatrist Jerome Goh, advise the SAF on mental health issues, helping to ensure servicemen’s well-being.

The Minister also underscored the significance of human resources in adapting to the uncertainties of global geopolitics, referencing conflicts in Ukraine and Israel. He expressed confidence that, with the ongoing support of civilian volunteers, Singapore’s SAF will remain well-prepared to defend the nation.
