Ex-Certis Officers Face Bribery and Drug Theft Charges

Three former officers accused of corruption and stealing illegal sex enhancement drugs for personal use.

SINGAPORE – Three ex-Certis officers have been charged with corruption and theft related to illegal sex enhancement drugs, as confirmed by the Corrupt Practices Investigation Bureau. The incidents occurred while they were assigned to the Singapore Police Force.

The Accused and Their Alleged Offences
The accused include:

Thiru Murugan Shanmugam (30) – Former auxiliary police officer facing two corruption charges. He allegedly accepted bribes totaling $890 in 2022 from two drug peddlers, Chen Zixiong and Chen Dongliang, to avoid taking enforcement actions.
Mohammad Hafizudin Hanapiah (30) – Former security officer charged with corruption and criminal breach of trust. He reportedly misappropriated $106 worth of seized drugs for personal use between June and September 2022.
Mohd Aris Jalil (66) – Former auxiliary police officer charged with criminal breach of trust for stealing seized drugs before September 13, 2022.
Chinese national Chen Zixiong (30), an alleged drug peddler, has also been charged with corruption for bribing Thiru and Hafizudin.

Details of the Offences
May to June 2022: Thiru and Hafizudin conspired to accept $140 from Chen Zixiong.
July 2022: Thiru allegedly accepted $750 from Chen Dongliang as an inducement to refrain from enforcement.
Theft of Drugs: Hafizudin and Aris reportedly misappropriated seized illegal drugs for personal use.
Court Proceedings
Thiru’s lawyer stated no decision had been made on whether his client would plead guilty or go to trial. His case is adjourned to December 4.
Aris and Hafizudin, unrepresented, indicated they intend to plead guilty. They will return to court on Monday.
Chen Zixiong expressed uncertainty about his plea and is seeking legal advice, with his case also adjourned to December 4.
Potential Penalties
Corruption: Up to $100,000 fine, five years imprisonment, or both.
Criminal Breach of Trust: Up to 15 years imprisonment and a fine.
This case highlights severe breaches of public trust by law enforcement personnel and will continue to unfold in court.
