Prosecution Calls for $70K Fine for Ex-Employee of Hyflux Subsidiary Over Graft

Former Deputy Project Director Pleads Guilty to Graft Charges

SINGAPORE – The prosecution has called for a $70,000 fine for Lee Yuet Heng, a former deputy project director at Hydrochem, a subsidiary of water treatment firm Hyflux, who accepted bribes, including a loan of over $27,000.

Lee, aged 74, was employed by Hydrochem at the time, a firm handling Hyflux’s construction projects. He accepted bribes from Li Hongda, the then-managing director of Zhengda Corporation, in exchange for advancing the company’s business interests with Hydrochem. Lee has since repaid the loan.

Lee pleaded guilty to two graft charges in August and is due to be sentenced on November 18. The defence argued for a $38,000 fine, claiming Lee’s culpability was low. Meanwhile, Li, who was fined $38,000, was previously dealt with in court.

In related matters, Hyflux has faced other legal issues, notably with its founder Olivia Lum, who faced charges related to violations of the Securities and Futures Act in November 2022.
