Singles to get priority for BTO flats from mid-2025 under new Family Care Scheme

New scheme provides priority access for singles applying for flats near or with their parents, enhancing intergenerational support.

Starting in mid-2025, singles applying for Build-To-Order (BTO) flats in Singapore will receive priority when buying a home near or with their parents, under the new Family Care Scheme (FCS). This marks a shift from the current policy, which only grants priority access to married couples and their parents.

The initiative aims to strengthen intergenerational bonds and provide support for singles, who may bear a heavier responsibility for caring for ageing parents, according to National Development Minister Desmond Lee. The FCS streamlines existing priority schemes for married couples, parents, and seniors into two components: FCS (Proximity) and FCS (Joint Balloting). The Proximity component will prioritize parents and children living near one another, while the Joint Balloting component will enable parents and children to apply for flats in the same BTO project.

This move follows the overwhelming demand from singles for two-room flexi flats, seen in the October 2024 BTO launch. A total of 1,902 units were up for grabs, with more than 26 singles applying for each. Prime Minister Lawrence Wong had previously announced the Government’s plans to extend priority access to singles in his National Day Rally speech.

The scheme aims to create more affordable and accessible housing options for families and singles alike. In addition, the Housing Development Board (HDB) is introducing new classifications for BTO projects based on location, amenities, and transport access, with stricter resale conditions for higher-end flats.
