15-Year-Old Girl Living in Circuit Road Stall Attends Special Education School

A girl who lived in a wet market stall for nearly a year is now receiving care, learning to speak, and attending a special education school.

The 15-year-old girl, who had spent almost a year sleeping and bathing in a rented stall at Circuit Road Market and Food Centre, has made progress in her development. The Ministry of Social and Family Development (MSF) confirmed on October 23 that the girl has been attending a special education school and is learning to communicate. Previously reported to barely speak and only gesture, she is now using simple words to express her needs.

The girl and her 63-year-old father, both Singapore permanent residents, were living under difficult conditions. The father rented a stall where the girl was found to be using pails for hygiene purposes. After the case was discovered during an NEA check in April, the girl was placed under MSF care and admitted to a hospital for assessment.

MSF stated that she has been living with foster parents since May and is adjusting well. Her father continues to be involved in her care under the supervision of a social service professional. The ministry is working with the family to determine long-term care plans for the girl.
